The Warren-Forest Counties Economic Opportunity Council, Inc. (EOC) is a private, non-profit Community Action Agency established in 1965. The agency utilizes available funds to operate programs designed to reduce poverty in Warren and Forest Counties through various programs being offered to low-income families and individuals. Since its inception, the agency has ventured to move individuals to a higher economic position through services provided and by instilling a self-reliant and self-sufficient attitude in each client. This is and will continue to be the agency's highest priority.

The EOC is part of a 43-agency network of Community Action Agencies covering the 67 counties in Pennsylvania. Community Action is the nation's largest network of community-based organizations whose principal mission is serving those in need.
