Child Care Information Services (CCIS) additional information ...

Since 1991, EOC Child Care Information Services (CCIS) has served as a resource and referral program for all questions, issues and concerns about child care in Warren and Forest counties. This program:

  • Provides referrals and information for all licensed and registered
    child care facilities

  • Offers consumer education materials on how to recognize quality child care

  • Assists providers and those who are interested in becoming providers with licensing, daily operations, understanding regulations, identifying funding sources and grants, and obtaining required training credits

  • Manages subsidized funding for eligible families needing assistance
    with child care costs

CCIS is funded by the Pennsylvania Department of Public Welfare (DPW) through the Office of Child Development, and partners with the Warren-Forest Child/Care School Readiness Coalition, Planning for Early Care & Education. The Coalition is dedicated to promoting quality child care, school readiness, and community priorities.

Community Services additional information...

EOC Community Services provides a wide array of supportive services—everything from help in getting a child-sized winter coat to buying a first home. Programs fall generally within the following areas: Community-Based Initiatives, Financial Self-Sufficiency, Housing and Homeless Prevention, Job Training, and Utility Assistance.

Community-Based Initiatives

Community-based initiatives play an important role at EOC. Among these are the Coats for Kids Program and the Community Fund.

Financial Self-Sufficiency Programs

EOC Client Services helps promote financial self-sufficiency by providing programs that help clients live within their means and save for the future. The Budget Counseling Program and the Family Savings Account Program are the two major initiatives for achieving these goals.

Housing and Homeless Prevention Programs

The housing and homeless prevention programs offered through EOC Client Services provide assistance to everyone from first time homebuyers to existing homeowners or renters in danger of becoming homeless. Also see Weatherization and Housing Rehabilitation for other housing-related EOC services.

Job Training Programs

EOC's job training programs and resources provide quality education opportunities for adults who are looking for new and better jobs. Assistance is available in the areas of job preparation and readiness, job searching, and job retention.

Utility Assistance Programs

EOC Client Services partners with many private companies, utilities, and state and federal agencies to administer its utility assistance programs. These programs can help income-eligible consumers maintain their existing utility services while making their payments more affordable.

Head Start additional information...

Head Start is a comprehensive child development program that serves income-eligible children ages 3 to 5 and their families. The program promotes social competency and school-readiness including literacy and number recognition within a classroom center-based learning environment.

Head Start emphasizes three major components:

  1. Learning experiences that foster intellectual, social, and emotional growth;
  2. A comprehensive health program that includes medical, dental, mental health, and nutritional screenings; and
  3. Parental involvement through parent education, family goal setting, child development activities, community awareness, staff home visits, and participation in shared program decision-making.

The EOC Head Start program's main office is located at the EOC McClintock Building, 1209 Pennsylvania Avenue, West in the City of Warren. Six Head Start centers are utilized in the program: five in Warren County and one in Forest County.

Head Start classes operate 3 ½ - 5 hours a day, Tuesday through Friday, from September to June. Children diagnosed with disabilities have full participation in a regular class setting. Children receive a hot lunch and a snack daily.

The EOC's Head Start program is recognized as one of the top Head Start programs in the state. The program's highly experienced staff exceeds the federal mandate for the number of teachers holding degrees in Early Childhood Education. In addition, all staff receive extensive and ongoing local and national training.

Housing Rehabilitation additional information...

The EOC's Housing Rehabilitation programs provide assistance for correcting existing and developing code deficiencies such as poor and leaking roofs; inadequate and unsafe electrical, plumbing and heating systems; crumbling foundations and other structural problems. At present, three geographically targeted rehabilitation programs are available in addition to a Rehab-Resale program and an emergency repair program.

In addition to its regular rehabilitation activities, lead inspection and risk assessment services are available. Lead-paint hazards are a particular concern in Warren and Forest Counties where the median age of housing is around 1958 -1959. According to the Center for Disease Control, the majority of houses built before 1950 contain substantial amounts of lead paint.

Weatherization additional information...

The EOC's Weatherization programs are designed to help elderly, disabled, and low-income homeowners with weatherization assistance so they can conserve energy-and reduce high heating and utility bills.

The Weatherization works with a variety of public and private partners and funding sources, so there's a program available for nearly every need.
