Safe, Affordable apartment rentals

The Warren-Forest Counties Economic Opportunity Council owns several properties throughout Warren and Forest Counties. In total, the EOC currently manages 3 apartment units in Tionesta, 13 throughout the City of Warren. Currently, work is underway on the rehabilitation and renovation of two additional properties in Warren which will add another 10 apartments to be made available to qualified clients. 
  • Who is eligible? Apartments are available to our clients who have been diagnosed with a mental illness and are between 0-80% of area median income. 
  • What we do: We provide affordable housing for residents in the Permanent Housing program. These residents live independently, have income, and have case management services in place.

Commissioners Immediate Need Fund

  • Who is eligible? Homeowners meeting Section 8 guidelines and are up to date on real estate taxes. 
  • What we do: Funds can be provided to clients who meet the eligibility requirements for the repair of basic household necessities. Examples include roof or electrical repairs.
