Our variety of energy and utility assistance programs assist low income residents to lower their utility bills, arrange forgiveness for unpaid past bills, and to benefit from other assistance resources.
Columbia Gas Customer Assistance Program (CAP)
Who is eligible? Income-eligible Columbia Gas consumers in Warren County who are at or below 150% of the Federal Poverty Guidelines and have been referred by Columbia Gas.
What we do:Reduce gas costs by capping payments based on gross income with a gradual forgiving of arrears on the account. (Usually $5 goes toward arrearages each payment)
H2O Program with Pennsylvania American Water Company (PAWC)
Who is eligible?Income-eligible PAWC customer in Warren and Forest Counties.
What we do:Help in receiving 50% savings off the service charge. The EOC coordinates referrals into this program which provides water-saving shower heads, faucets, and water balloon bags for toilets to reduce water usage in the home.
UGI Central Penn Gas CAP and UGI Central Penn Gas OP-Share
Who is eligible?For CAP, customers at or below 150% of the Federal Poverty Guideline. For OP-Share, customers must be at or below 200% of the Federal Poverty Guideline.
What we do:With the CAP program, we reduce costs by capping the customer's payments based on gross income and usage while providing arrearage forgiveness. In OP-Share, assistance up to $800 is given to prevent a shut off OR assistance is given with arrearage before a shut off.
Neighbor for Neighbor Heat Fund
Who is eligible?
Households of 55 years or older OR a person with a disability as defined by SSI, VA, SSD, or workers comp regardless of age, or have a medically related emergency. Note: Customer must have made 4 payments in the past year and at least 1 payment in the past 90 days.
What we do:
Provide assistance with fuel needs for those with shut off notices. NFG customers will receive up to $300 grant of $150 for deliverable fuels. A monthly credit will be made to customer's account.
Dollar Energy Fund (for Columbia Gas, Penelec First Energy, & PAWC)
Who is eligible?Income-eligible customers in Warren and Forest counties who are at or below 200% of the Federal Poverty Guidelines. Note: PAWC customers must have paid at least $100 on account in last 90 days. Columbia Gas and Penelec customers must have paid at least $150 in the last 90 days. Senior age 62 and over are the exception and must have paid a minimum of $100 on both their gas and electric and $50 on water.
What we do:Provide assistance for those facing termination of services due to arrearages of $100 or more.
